CSAR, the Chinese Government cosmetics reform law, went into effect on Jan. 1, 2021. Since then, China has issued more than a dozen finalized CSAR secondary regulations and is working towards fully implementing the new law by 2023. CSAR significantly revises China’s cosmetics regulations, streamlining pre-market registration requirements in favor of an approach focused on registrants’ and filers’ responsibility and post-market enforcement.

John Balzano has more than 15 years of experience with legal and regulatory issues related to China, particularly with regard to products regulated by the State Administration for Market Regulation, the National Medical Products Administration (NMPA) and other agencies in China, including drugs, devices and cosmetics, as well as food products and other agriculture, animal and healthcare products and services. Timothy R. Rugh, CAE

Timothy R. Rugh, CAE, has served as executive director of 3-A Sanitary Standards, Inc. (3-A SSI), since the group became organized as a new stand-alone entity in January 2003. 3-A SSI maintains more than 80 sanitary standards for equipment and accepted practices for processing systems used in the food and pharmaceutical industry. 3-A SSI administers the 3-A Symbol licensing program to help regulatory sanitarians, fabricators, and processors assure that processing equipment conforms to the design criteria for acceptance by USDA, FDA and state regulatory authorities. 

Before joining 3-A SSI, Rugh managed several different national and international associations in high technology, the food industry, commercial and industrial products. Members of 3-A SSI include the Food Processing Suppliers Association, the International Association for Food Protection, and the International Dairy Foods Association. 

Bryan Downer
Vice President of Sales and Marketing, Sani-Matic

Bryan Downer is an engineer, educator and innovator. Downer joined Sani-Matic in 2017 and serves as VP of Sales and Marketing, including product development. He has helped consumer goods companies excel, grow and make safe products for nearly three decades. During his career, he has held a variety of positions, including senior engineer, VP of Engineering and VP of Product Management. He has spoken and trained on a variety of topics associated with the food, beverage, personal care, and biotech industries and has been a graduate degree instructor.

During his career, Downer has been involved in dozens of innovations, new products and hygienic process advancements. He is a patent-holder, holds a master’s degree in organizational leadership and serves on several industry committees, including EHEDG, OPx, ASME-BPE and 3A-SSI, where he is a certified conformance evaluator.

Webinar: An Introduction to VOC Regulations


Despite recently finalizing new, comprehensive air quality rules, the California Air Resources Board (CARB) is seeking to further reduce emissions of Volatile Organic Compounds (VOC) from consumer products, including personal care products.

This webinar, titled “VOC Regulations: An Introduction,” will provide PCPC members with a comprehensive overview of U.S. VOC regulations and of CARB’s role in developing and implementing these regulations, including activities in previous rulemakings. About the Speaker

Jack Linard, Ph.D., President, Linard Advisors, LLC

Before forming his own consulting firm in 2019, Jack Linard, Ph.D., worked for Unilever in the U.S. and U.K. for more than 36 years in a variety of assignments in laundry and personal care R&D and regulatory affairs. During his tenure at Unilever, he oversaw Unilever’s “Over the Counter” drug programs, technical compliance activities, participation in the development of retailer chemical management programs, and management of external issues impacting Unilever and the industry. He was also actively involved in responding to green chemistry and chemical management initiatives in various states and in the U.S. Congress.

Linard has been a member of PCPC’s Scientific and Regulatory Affairs Executive, serving as chair prior to his retirement, and of PCPC’s Communications Committee. He also represented downstream users during his tenure with the American Chemistry Council’s Responsible Care Advisory Committee from 2010 to 2011. Since 2016, he has been an active member of California’s Green Ribbon Science Panel, which advises on the implementation of the Safer Consumer Product regulations in California.

Linard holds a doctorate degree in Inorganic Chemistry from Northwestern University and a Bachelor of Science in Chemistry from Davidson College.
