Emily Manoso

Executive Vice President, Legal & Regulatory Affairs, and General Counsel

Emily Manoso is executive vice president of Legal & Regulatory Affairs and general counsel, overseeing legal and domestic regulatory issues impacting the cosmetics and personal care products industry.

Manoso has a robust background in cosmetics and personal care products regulatory and legal issues, including recent tenure as a trial attorney in the U.S. Department of Justice (DOJ) and PCPC’s associate general counsel and staff counsel. At DOJ, Manoso advocated for the U.S. Secretary of Health and Human Services in cases brought under the National Childhood Vaccine Injury Act. She started her legal career in private practice and as an assistant district attorney.  

Manoso earned her bachelor’s degree with distinction from the University of Virginia and her J.D. from the George Mason University Antonin Scalia Law School. She is a member of the North Carolina State Bar and the District of Columbia Bar.
