Personal Care Products Council Appoints Emily Manoso as General Counsel

WASHINGTON – The Personal Care Products Council (PCPC) announced today Emily Manoso’s appointment as Executive Vice President, Legal & Regulatory Affairs and General Counsel. Manoso has a robust background in cosmetics and personal care products regulatory and legal issues, having previously worked as PCPC’s associate general counsel and staff counsel. More recently, Manoso worked as a trial attorney for the U.S. Department of Justice (DOJ).

At DOJ, Manoso advocated for the U.S. Secretary of Health and Human Services in cases brought under the National Childhood Vaccine Injury Act. She started her legal career in private practice and as an assistant district attorney.  

Manoso earned her bachelor’s degree with distinction from the University of Virginia and her J.D. from the George Mason University Antonin Scalia Law School. She is a member of the North Carolina State Bar and the District of Columbia Bar.
