Statement by Tom Myers, President & CEO, Personal Care Products Council, on President Biden and Congress Funding the Implementation of the Modernization of Cosmetics Regulation Act, Advancing Cosmetics Innovation and Safety

WASHINGTON – “The Personal Care Products Council (PCPC) and its member companies commend President Biden and Congress for funding the U.S. Food and Drug Administration’s (FDA) implementation of the Modernization of Cosmetics Regulation Act (MoCRA) of 2022. This funding is critical to ensuring the FDA has the resources and tools necessary to further enhance the Agency’s oversight of cosmetics and personal care products.

“President Biden signed into law several fiscal year 2024 appropriations bills, including $7 million for 2024 MoCRA implementation. President Biden also released his fiscal year 2025 budget, which includes a proposed $8 million for continued MoCRA implementation. PCPC and its member companies will continue to work closely with the FDA and key stakeholders to implement this landmark legislation effectively. Our collective dedication further strengthens consumer trust in our industry’s science-driven products and promotes growth for our industry.”
