WASHINGTON, D.C. — “The Personal Care Products Council (PCPC) supports the Administration’s efforts to strengthen U.S. manufacturing, promote reciprocal trade, and address unfair foreign trade practices through the Office of the U.S. Trade Representative’s (USTR) final Section 301 action on Brazil. Our industry’s robust international trade activity with Brazil and other trading partners significantly contributes to our ability to expand manufacturing and employment here at home and to achieve scientific and technological innovations that benefit consumers everywhere.

“We appreciate USTR’s decision to exempt key cosmetic manufacturing inputs, recognizing that more than 42% of the ingredients used in U.S.-manufactured cosmetics and personal care products are not available domestically or at commercial scale. Continued access to these materials is essential for an industry that operates manufacturing facilities in 49 states, supports more than 2.6 million U.S. jobs, and generates $495.6 billion in economic output.

PCPC looks forward to working with USTR to ensure the evolving trade actions strengthen U.S. manufacturing, expand exports, preserve access to the inputs American manufacturers need to compete globally, and create a pathway for positive trade outcomes.
