Cosmetics Selected for Tariff Reductions Under U.S.-China Board of Trade
Washington, D.C. — “The Personal Care Products Council (PCPC) welcomes the inclusion of cosmetics and personal care products among the non-sensitive goods identified for more favorable tariff treatment under the U.S.-China Board of Trade framework. PCPC advocated for the sector’s inclusion and appreciates the Trump Administration and the Office of the U.S. Trade Representative for recognizing the opportunity to strengthen U.S. exports and support U.S.-based manufacturers.
“China represents a $1.1 billion export market for U.S. cosmetics and personal care products, with substantial opportunities for additional growth. The recommended product list encompasses the full range of core U.S. cosmetics and personal care categories, representing a meaningful step toward expanding bilateral trade and increasing market access for the industry.
“Addressing non-tariff barriers will be critical to further expanding U.S. cosmetics and personal care exports to China. PCPC analysis indicates that U.S. cosmetics exports could increase by approximately 27% through the removal of key regulatory barriers, including eliminating remaining animal testing requirements, recognizing internationally accepted efficacy testing methods, and streamlining regulatory requirements for minor product changes.
