PCPC Celebrates 20 Years of Global Cosmetics Safety and Regulatory Convergence at ICCR-20
Washington, D.C. — From July 7–9, global regulators and industry leaders will convene for the 20th Annual Meeting of the International Cooperation on Cosmetics Regulation (ICCR) in Tokyo, Japan. The meeting marks two decades of global collaboration to advance cosmetics safety and regulatory alignment.
ICCR is the only global forum dedicated specifically to cosmetics regulatory cooperation, and plays an important role in promoting regulatory alignment, scientific convergence, and efficient oversight across major international markets. The Personal Care Products Council (PCPC) President and CEO Tom Myers will join international counterparts to celebrate the milestone and reflect on the progress the organization has made through collaboration since its founding.
With a mission to maintain the highest level of global consumer protection while minimizing barriers to international trade, ICCR has:
- Developed guidance on trace limits, including 1,4-dioxane, lead, and mercury
- Maintained an inventory of validated non-animal testing methods that serve as a definitive global resource for acceptance of New Approach Methodologies
- Established globally aligned cosmetic product safety assessment principles
“ICCR has consistently demonstrated the value of international cooperation in advancing science-based approaches to cosmetics regulation,” said Myers. “Consumers shouldn’t benefit from innovation in one country and wait for it in another. By reducing unnecessary regulatory divergence, we can strengthen consumer confidence, accelerate innovation, support trade, and sustain an industry that contributes nearly $500 billion in U.S. economic output and generates more than 2.6 million jobs.”
Discussions at this year’s meeting are expected to focus on key issues such as digital labeling and the advancement of alternative approaches to animal testing. Participants are also expected to consider a 20th anniversary declaration that outlines shared principles for the next phase of global regulatory cooperation and reflects on past ICCR accomplishments.
As a member of the ICCR Industry Steering Committee, PCPC works closely with the Food and Drug Administration and international regulatory authorities to support the development of practical, science-based approaches to cosmetics oversight.
