Personal Care Products Council Calls for Targeted Approach to Section 301 Excess Capacity Investigation
Washington, D.C. — “The Personal Care Products Council supports a targeted, strategic approach to trade enforcement that protects U.S. manufacturing and strengthens American competitiveness.
“PCPC urges the Administration to focus trade measures on addressing unfair practices and non‑tariff barriers abroad, rather than broad actions that could disrupt access to essential ingredients and packaging. The cosmetics and personal care products industry is highly regulated and science‑based, and it depends on global supply chains for critical inputs that are not produced domestically at scale.
“Overly expansive trade measures risk disrupting North American supply chains, slowing innovation, and weakening U.S. exports while doing little to address the real challenges the cosmetics and personal care products industry faces in key global markets.
“A more precise approach that preserves access to critical inputs while tackling non‑tariff barriers will better support U.S. jobs and the long‑term competitiveness of the American personal care products industry.”
