Personal Care Products Council Applauds U.S. House of Representatives Passage of FDA Modernization 3.0 Act, Calls on Congress to Pass Humane Cosmetics Act

WASHINGTON, D.C. — “The Personal Care Products Council (PCPC) applauds the U.S. House of Representatives for passing this bipartisan legislation that strengthens sciencebased regulation and supports continued innovation.  

“The FDA Modernization 3.0 Act is an important step forward in accelerating the adoption of advanced, nonanimal testing methods and modernizing the U.S. Food and Drug Administration (FDA) regulatory frameworks to keep pace with scientific progress while maintaining the highest standards of safety. 

“PCPC and its member companies urge the Senate to swiftly pass the FDA Modernization 3.0 Act and send this important bipartisan legislation to the President’s desk. We also encourage Congress to build on the Act’s commitment to advancing modern, non-animal testing methods by passing the Humane Cosmetics Act. Enacting this legislation would establish a consistent federal framework that reinforces the industry’s commitment to modern, scientifically advanced non-animal safety assessment methods while promoting innovation, consumer confidence, and animal welfare.”
