PCPC Urges House Passage of the Packaging and Claims Knowledge Act, Following House Committee on Energy and Commerce Advancement

Washington, D.C. — The Personal Care Products Council (PCPC) released the following statement from PCPC President and CEO Thomas F. Myers regarding the U.S. House Committee on Energy and Commerce advancement of the Packaging and Claims Knowledge (PACK) Act to the full U.S. House of Representatives for a vote. The legislation would amend the Federal Trade Commission Act to regulate environmental claims on consumer product packaging. 

“We applaud the House Committee on Energy and Commerce for advancing the Packaging and Claims Knowledge (PACK) Act to the House floor and thank Rep. Randy Weber (R-TX) for his leadership.  

“Harmonizing core definitions by establishing a national framework for recycling claims, particularly around recyclability, is critical for cosmetics and personal care product companies to avoid a patchwork of state policies that fragment supply chains, increase compliance burdens, and hinder the success of recycling programs. The PACK Act is a practical, commonsense solution that supports sustainability, innovation, and regulatory consistency, and we encourage the full House to pass the legislation.”

PCPC Statement on the Packaging and Claims Knowledge Act of 2025 (PACK Act) Introduction in the U.S. House of Representatives

Washington, D.C. — The Personal Care Products Council released the following statement from President and CEO Thomas F. Myers on the Packaging and Claims Knowledge Act of 2025 (PACK Act) introduction in the U.S. House of Representatives. If enacted, the bill would amend the Federal Trade Commission Act to regulate environmental claims on consumer product packaging.

“We applaud Representative Randy Weber (R-TX) for introducing the Packaging and Claims Knowledge Act of 2025 to ensure truthful, transparent environmental claims for packaging. By establishing a national framework for recycling claims, the PACK Act promotes effective, sustainable solutions for packaging waste. Harmonizing core definitions, particularly around recyclability, is critical for cosmetics and personal care product companies to avoid a patchwork of state policies that fragment supply chains, increase compliance burdens and hinder the success of recycling programs.”
