Personal Care Products Council Statement on the Value of the USMCA in Strengthening U.S. Competitiveness
Washington, D.C. — “The Personal Care Products Council (PCPC), the nation’s leading cosmetics and personal care products trade association, reaffirms its strong support for the United States-Mexico-Canada Agreement (USMCA) and its critical role in enhancing America’s global competitiveness, supporting high-quality U.S. jobs and fostering innovation across North America. Since its implementation, the USMCA has strengthened U.S. manufacturing, protected critical supply chains and fostered regulatory cooperation that empowers U.S. companies to compete and thrive globally.
“In 2024, trade among the three countries in the industry reached $10.1 billion, a 39% increase from 2020, and exports to Canada and Mexico exceeded those to China and the EU combined. These gains underscore the agreement’s value to the U.S. economy and the consumers who depend on safe and effective personal care products.
“PCPC extends its appreciation to the Trump Administration for its leadership in securing and implementing the USMCA, which modernized North American trade and established important commitments for the cosmetics and personal care sector. The agreement’s Cosmetics Annex, the first of its kind, ensures science-based regulation, eliminates duplicative testing, supports good regulatory practices and advances shared goals such as innovation, transparency and avoids unnecessary animal testing.
“PCPC urges policymakers to continue advancing policies that promote fair and open trade across North America. Core provisions of the USMCA should be preserved, including the existing Rules of Origin and strong, good regulatory practices across all three countries and building upon the Cosmetics Annex. The agreement is essential to safeguarding the economic progress, manufacturing investment and consumer trust.”
