PCPC Taps Former U.S. Department of Commerce Executive as New EVP of Global Strategies

Washington, D.C. — The Personal Care Products Council (PCPC) today welcomed Heather Helm to its leadership team as executive vice president of global strategies. Helm will support PCPC’s advocacy efforts on international trade and global market access, promote the industry’s global economic contributions, and strengthen international regulatory coherence for cosmetics and personal care products.

“Against the backdrop of an increasingly complex geopolitical landscape, Heather’s appointment comes at a pivotal moment for our industry. With more than 22 years of distinguished service at the U.S. Department of Commerce, she is a respected authority in global trade and market access,” said Tom Myers, President & CEO of PCPC. “Her leadership, deep understanding of global regulatory systems and ability to advance economic competitiveness will be instrumental in reinforcing our advocacy efforts worldwide.”

Helm has held multiple positions at the U.S. Department of Commerce, International Trade Administration, most recently as the principal deputy assistant secretary for industry and analysis where she oversaw a broad portfolio of programs aimed at strengthening the global competitiveness of U.S. industry. In that role, she managed a team of over 275 trade and industry experts whose analytical work supports U.S. trade policy, trade promotion, and industry competitiveness efforts. She previously held multiple senior roles at the Department, including acting deputy assistant secretary, services executive director, and Director for the Office of Central and Southeast Europe in ITA’s Global Markets division.

Helm’s longstanding contributions have been recognized through several top federal honors, including the 2021 Department of Commerce Silver Medal Award, the 2020 Charles F. Meissner Memorial Award, and multiple International Trade Administration awards for leadership and innovation. Helm holds a bachelor’s in international studies and a master’s in international relations from American University.
