Statement by Francine Lamoriello, EVP, Global Strategies, Personal Care Products Council Regarding U.S. Trade Policies and the Beauty and Personal Care Products Industry

The personal care and beauty products industry is a key driver of the U.S. economy, with nearly $60 billion in U.S. manufacturing, 4.6 million U.S. jobs and directly contributing over $300 billion to our nation’s GDP. Our products are essential to the daily lives of all U.S. residents, with millions of consumers using about 6 to 12 products each day. 

Our industry has generated a yearly trade surplus for more than three decades and we are proud to have achieved the second largest net export balance of all U.S. manufacturing industries. As we represent a vibrant, growing industry that markets beloved products to consumers around the world, the Personal Care Products Council has significant concerns with any policy that could increase consumer prices for beauty and personal care products and endanger jobs for U.S. workers. 

Canada and Mexico are two of our industry’s most important trading partners, with a net trade surplus for our products. U.S. cosmetics and personal care companies greatly benefit from the U.S.-Mexico-Canada Agreement that was negotiated during President Trump’s first term. These benefits include commitments to common good regulatory practices that increase consumer safety and provide new market opportunities. 

China is also one of our industry’s largest markets. U.S. cosmetics companies exported nearly $1 billion to China in 2023, supporting U.S. jobs and our industry’s positive global trade balance. We appreciate the Administration’s review of China’s commitments under the Economic and Trade Agreement, which can identify ways to address trade and regulatory policies in China that pose difficulties for U.S.  personal care and beauty products companies.

We will continue to work diligently to inform the Administration and Congress of U.S. trade policies’ impact on our industry and our support for trade policy initiatives that would strengthen and create new global market opportunities for our member companies.
