What We Do

Everything we do is based on sound science—from advocating for legislation that protects and
supports a wide range of products to ensuring consumers can make informed purchasing
decisions.

MoCRA

For more than a decade, PCPC and our member companies worked diligently with a bipartisan group of congressional leaders and a diverse group of stakeholders to enhance the effectiveness of the U.S. Food and Drug Administration’s (FDA) regulatory authority and to provide the safety reassurances that consumers expect and deserve. The Modernization of Cosmetics Regulations Act (MoCRA) of 2022 gives the FDA additional tools to ensure the safety of cosmetics and to protect public health. Learn more about PCPC’s federal, state, and local advocacy efforts.

SHOP Safe

The sale of counterfeit cosmetics is not a victimless crime. The purchase of such products can put the health and well-being of consumers at risk. Therefore, we continue to raise awareness to fight the online sale of counterfeit cosmetics and establish stronger consumer protections.

Cosmetics Info

Safety is the most critical consideration when caring for yourself and your family. Our CosmeticsInfo.org website is a source for information about cosmetics and personal care products, including how these products work, their safety and the science behind commonly used ingredients.

INCIpedia

Product safety relies on consistency across all products and borders. Our INCIpedia website is the gateway to PCPC’s premier databases on current technical, safety and regulatory information for cosmetic ingredients. INCI, the definitive resource for globally recognized cosmetic ingredient names, is an industry-led achievement to ensure consistency in naming ingredients worldwide.

Ingredient Safety

We have a long history of science and safety best practices, often going beyond what is required by law. PCPC instituted a Consumer Commitment Code in 2006 to strengthen practices already in place for many companies and to incorporate new practices, such as a Safety Information Summary Program, which made cosmetics product and ingredient safety information readily available to the FDA. More information on the science and safety resources PCPC provides to our members can be found here.

Global Alignment

We are a global industry, which means companies can face a myriad of complex regulations and requirements in different countries. We advocate for global regulatory alignment for consistent safety and quality standards to ensure consumers have access to safe products they can trust, regardless of location.
