wINCI - Web Based Ingredient Dictionary

wINCI is an online version of the International Cosmetic Ingredient Dictionary & Handbook. This product provides the most comprehensive listing of ingredients used in cosmetic and personal care products. Use wINCI to access more than 22,600 International Nomenclature Cosmetic Ingredient (INCI) labeling names for the United States, the European Union, and other countries. These are cross-referenced to more than 70,200 trade and technical names and 4,919 suppliers from 148 countries.

These Web sites offer users access to invaluable electronic information collected and maintained by the Council. Standardized Raw Material Information Form (RMIF)

The RMIF was developed by the Personal Care Products Council Safety and Regulatory Toxicology Committee (SRTC) to help streamline and communicate useful information regarding the global regulatory, safety and physico-chemical properties of cosmetic ingredients. The form is intended to provide a uniform information base for raw materials which will facilitate communication between raw material suppliers and manufacturers. The form is being offered for guidance purposes only, and should not be construed as a legal standard.

International Cosmetic Legal & Regulatory Database

The Personal Care Products Council follows, identifies and obtains legal and regulatory documents from all over the world. These documents are translated into English, and added to the International Regulatory Database (IRDB). More than 80 countries are currently available and more countries and documents to be added (and updated) on an ongoing basis as new information becomes available. Where available, the original language documents are also posted in pdf format. 

Certificates of Free Sale

For a fee, the Personal Care Products Council issues certificates of free sale (CFS) to Council members. These certificates are required by governments in a growing number of countries that need assurance that products exported from the United States to their countries are the same as products sold in the United States, presumably meeting all state and federal laws and regulations. Exports to these countries must be accompanied by a valid certificate, or the product will not be admitted. In the CFS, a Council official attests that to the best of his/her knowledge, certain cosmetic products are freely sold throughout the United States. The Council can quickly issue a CFS, helping to facilitate our members’ ability to do business in the international arena.

On-Line INFOBASE

The Personal Care Products Council On-Line INFOBASE is a members only subscription database containing information on ingredient database, news and reports. The On-Line INFOBASE contains the International Cos­metic Ingredient Dictionary & Handbook and cross references its contents with many ap­plicable regulations; such as EU Dangerous Substances, EU Annexes, Canada Hot List, and California’s Proposition 65.
