Personal Care Products Council Committees

Personal Care Products Council member companies are invited to participate in appropriate standing committees, as well as a variety of other committees, subcommittees, and task forces. The Council’s committees initiate programs, attack problems, and find solutions that benefit all member companies. They also help provide direction to the association and its Board of Directors.

Standing Committees

• Legal & Regulatory Committee (LARC): Reviews recent developments in the legal, regulatory and legislative arena. Makes recommendations to present industry positions to the U.S. Food and Drug Administration, other federal agencies, and state governments. Composed of general counsels and other corporate lawyers and regulatory affairs professionals.
• Scientific Advisory Committee (SAC): Advises the Council Board of Directors on impending technical issues of concern. Reviews program priorities of other technical committees and task forces and audits their programs. Open to one representative from each active and associate member company with the exception of Council members who are in the media or advertising agencies.
• Public Affairs Committee: Provides public relations counsel to the Personal Care Products Council on a variety of issues that impact the industry and gives strategic input on messaging and communications vehicles for use in issue and reputation management on behalf of the industry.
• International Committee: Exchanges information on areas of mutual concern and develops industry positions on the regulatory, technical, trade, and business aspects of the international cosmetic industry. Works toward creation and implementation of a favorable regulatory and business climate in various international markets.
• Legislative Committee: Examines federal and state legislation and formulates legislative positions. Participates in political activities and grassroots events. Comprised of Washington representatives and government affairs professionals.

• Membership Committee: Assists staff in recruiting both new active and associate members to join the Council and evaluates existing membership structure and nondues revenue programs.

Technical and Regulatory Committees

• Air Quality Committee: Provides information and guidance on air quality issues, which can encompass technical and regulatory decisions related to product formulation, labeling, and litigation.
• Color Additive Committee: Provides technical expertise regarding domestic and international color additives including (1) the science and chemistry of color additives, (2) formulation in products, (3) new and emerging technology, (4) developing responses to legislative proposals, publications in the scientific literature and news, (5) supporting the listing of new colors by FDA and (6) development of webinars, workshops and seminars.
• Hair Coloring Technical Committee: Identifies and reviews issues associated with hair coloring that could affect the formulation and continued manufacture and sale of hair coloring products; provides the scientific and financial resources needed to address these issues. Develops responses to domestic and foreign scientific publications and news about hair dye ingredients and products.
• Interested Party Task Forces: Addresses specific concerns or goals that deal with technical issues that have a limited interest. Members join to provide the resources necessary to address these concerns. 
• International Nomenclature Committee: Provides expert review and comment responding to applications submitted by suppliers of cosmetic raw materials and assigns INCI names for ingredient labeling purposes. Identifies additional data that might be needed to resolve a naming request. The assigned names and related information are published in the International Cosmetic Ingredient Dictionary and Handbook. Assists in the development of naming conventions for new ingredient classes.
• Microbiology Committee: Explores current and emerging cosmetic microbial issues and develops information (guidelines, papers, and seminars) to assist the industry in producing products of good microbial quality. Helps to support international harmonization activities.
• Safety and Regulatory Toxicology Committee: Identifies current/emerging national and international ingredient/product safety and regulatory toxicology issues of concern to the industry; collects, evaluates, and disseminates relevant information; and recommends and implements collective action to best manage and resolve those issues. Helps to develop guidelines, webinars, workshops and seminars about safety and regulatory toxicology.
• Quality Assurance Committee: Develops recommendations and prepares guidance advancing cosmetic product quality and safety, and assures wide dissemination of the information through publication of CTFA Technical Guidelines. QAC provides direct assistance through seminars and workshops. QAC also provides a forum for the exchange of best practices among Quality professionals and works to support international harmonization activities.
• Environmental Issues Committee: Provides the personal care industry with technical guidance in the areas of environmental safety and risk assessment. Helps to develop guidelines, webinars, workshops and seminars about environmental issues.
